56 countries are currently eligible for GAVI support based on a Gross National Income (GNI) per capita below or equal to US$1,500. However, not all of these countries qualify for every type of support because GAVI sets conditions for each type of support.

As a result of the revised eligibility criteria, 16 countries are graduating from GAVI support in 2011 because their GNI per capita exceeds the new eligibility threshold of US$ 1,500.
Exceptionally, these countries have a final opportunity in 2011 to apply for GAVI support for the introduction of new and underused vaccines.
In addition, the graduating countries listed below will be able to apply for pneumococcal vaccines after 2011 under the AMC Terms and Conditions provided that they fully self finance the vaccine. For more information, please consult the Guidelines on Country Proposals.

In GAVI phase 1 from 2000 to 2005, the GNI per capita eligibility threshold was US$1,000 (based on 1998 World Bank data). Seventy-four countries were initially eligible for GAVI support. In 2002, Timor-Leste was added to the list of eligible countries as it became an independent state.
In GAVI phase 2 from 2006 to 2010, country eligibility was based on the World Bank GNI per capita data for 2003. The eligibility threshold was maintained at the initial level of US$1,000. The updated GNI data meant four countries (Albania, China, Bosnia & Herzegovina, and Turkmenistan) surpassed the threshold while another (Kiribati) dropped below it. This reduced the number of countries eligible for GAVI support in phase 2 to 72.
In 2009 the GAVI Alliance Board approved a revised eligibility policy which took effect on 1 January 2011 and set the eligibility threshold at a GNI per capita level of U$1,500 (according to 2009 World Bank data published in 2010). From 2011 onwards the threshold will be adjusted for inflation annually with the most recent World Bank GNI data used to determine the list of eligible countries.
